At its 146th meeting, on 25 June 1947, the Council decided to submit a question to the Military Staff Committee. In the letter subsequently addressed to the Chairman of the Military Staff Committee by the President of the Council,19 the Military Staff Committee was requested : (1) to prepare and submit to the Council an estimate of the over-all strength of the armed forces which should be made available to the Security Council, indicating the approximate strength and composition of the separate components, land, sea and air ; and (2) to indicate the proportion of this over-all strength that in its opinion should be provided on the basis of equality by the five permanent members of the Security Council.

members of the Council to the separate portions of the report is preliminary, since final acceptance of any part by any nation is conditioned upon its acceptance of all parts of the control plan in its final form ;
2. Transmits the record of its consideration of the first report of the Atomic Energy Commission to the Commission ;
3. Urges the Atomic Energy Commission, in accordance with General Assembly resolutions 1 (I) of 24 January 1946 and 41 (1) of 14 December 1946, to continue its inquiry into all phases of the problem of the international control of atomic energy and to develop as promptly as possible the specific proposals called for by section 5 of General Assembly resolution 1 (1) and by General Assembly resolution 41 (1), and in due course to prepare and submit to the Security Council a draft treaty or treaties or convention or conventions incorporating its ultimate proposals ;
4. Requests the Atomic Energy Commission to submit a second report to the Security Council before the next session of the General Assembly.

At its 118th meeting, on 12 March 1947, the Council, having on its agenda a letter dated 17 February 1947 from the representative of the United States of America addressed to the Secretary-General with enclosed draft trusteeship agreement for the former Japanese mandated islands,23 decided that the Governments of India and New Zealand should be invited to participate, without vote, in the discussion of the question, and that the other members of the Far Eastern Commission (Canada, the Netherlands, the Philippines), if they asked to be heard, should also be .invited.
